Front brake Problems

After fitting new brake shoes on my front brake (which wasn't operating brilliantly before) My front brake seems to be really bad is this because the front brake on a 1974 fs1e is just bad or is this because the brake shoes need bedding in ? The brake is fully adjusted properly but when applied you can still just about push the bike along ! I think my problem might be lying with my brake arm. When i purchased the bike i noticed that a relatively new brake arm has been fitted to the bike ?? What is the correct length for a 1974 fs1e brake arm ??
It would be great to sort this problem !

You may have pushed the arm over the splines to far ease it back a bit and try squirting some 3 in 1 oil down the cable from the handle bar end and just keep trying it, they are a pain but when they work they do very well...
