Setting up my carb

Running too rich any help? Thinking of changing the points. Mixture is ok. But plug keeps carbon fouling. Thanks in return.

What ratio of oil to fuel are you mixing?
What 2T oil are you using? 100% Mineral, semi or fully synthetic?
What size main jet are you using?
What is the needle height setting in the carb?
What plug are you using? NGK B7HS or?
